The United Earth Oceans (or UEO) is a treaty organization founded in 2016. Its mandate is to provide global security, promote trade, and protect the Earth's natural resources.

History
Beginnings
As the 21st century began, the world was on the brink of war. China and the United States had entered into a bitter Cold War. This conflict erupted into a full-blown Cyber War by 2010. As the conflict spread to the other nations of the world, new alliances were formed and battle lines drawn. However, the severity of the cyber attacks to the financial infrastructure required a complete restructuring of trade policies between allied nations to insure the security of all monetary transactions, forcing them into tightly structured trade confederations. These confederations became pseudo governments as representatives from member nations required broad powers to institute the new security measures. Tensions between confederations continued to mount until they came to a head over a mining dispute at Livingston Trench. A stand-off ensued and a firefight was narrowly avoided through diplomatic negotiations. Subsequently, a summit meeting was scheduled at Honolulu, Hawaii in 2016. Authored and signed at this summit was the United Earth Oceans Treaty, which became the foundation for the subsequent treaty organization.

Organization
Membership
The UEO is divided into member Confederations, each with their own representative governments. Each Confederation member provides economic and military support to the treaty organization. In return, the UEO provides security, environmental and technological support, and free trade options to member Confederations.
Governance
The governing body of the UEO is lead by a Secretary-General. Secretary-Generals have been given unprecedented authority on a global scale, serving as Commander-in-chief of UEO military assets and appointing UEO policy changes.
The UEO Senate forms the legislative body for the UEO.

Section 7
Section 7 is a militarized intelligence arm of the UEO armed forces. Section 7 is responsible for the investigation and regulation of all paranormal activity.
